Closing Address of 15th EAACP

Dear colleagues of Taiwan, Japan and Korea

It is a great honour for me to have the role of closing the fifteenth symposium of EAACP. Above all I like to express my deep gratitude to Taiwan members for holding the symposium successfully.

We had very valuable meeting again in lovely place Tainan. This is the 15th symposium of EAACP. As we know EAACP symposium has been held biennially in three countries alternatively. And so we have had already 30 years history since foundation. For 30 years we have discussed various topics and exchanged knowledge and research skills in the area of culture and mental health between three East Asian countries.

I like to review the history of EAACP briefly, remembering the early days of foundation. Initial efforts for founding cultural psychiatry meeting was started in the middle of 1980’s by collaboration of Professor Bou-Yong Rhi of Korea and Dr. Kyoichi Kondo of Japan. And the first symposium was held on Feb. 3, 1987 in Seoul. And since beginning Dr. Kenji Kitanishi and me had been secretaries of both countries for about as many as 25 years.

And 4 years later Taiwan members joined in this meeting ; Professor Hsien Rin as President and Professor Hai-Gwo Hwu as Taiwan secretary.

Since the beginning EAACP has been managed as a unique system of closed type symposium, and played an important role in the area of cultural psychiatry in three Asian countries.

Although many of original members had resigned from our meeting, through 15 times of symposium for 30 years, we have had valuable accumulation of knowledge, skills and interactions in culture and mental health of three countries.

Culture is a vast and complex concept that is used to encompass the behavior patterns and life style in a society. Culture consists of shared symbols, artifacts, beliefs, values, and attitudes. But no pure cultures exist. Societies are not static. Access to various medias, easy travel and geopolitical changes has resulted in much cultural blending. Undoubtedly our East Asian countries are no exception. Our three countries have common denominator in cultural aspects; the influence of Buddhism, Confucianism, Taoism and so many other oriental traditions. But also we have many different sociocultural details in each three countries influencing mental health problems. Through 15 times of symposium for 30 years we have discussed and shared knowledges concerning both common and uncommon cultural factors in relation with mental health aspects. Our such an effort will be expected to be continued for long time in the future.

It is not easy to say how long EAACP will last in the future. But I hope as far as EAACP continue, EAACP will be an important source of exchanging knowledge and academic data in the area of culture and mental health.

Again I wish to offer my deepest appreciation to Taiwan members and beautiful city Tainan. We will remember the hospitality and fellowship you have extended during our stay in Tainan. Tainan meeting was more than exchange of academic knowledge.

As I close this meeting, I wish all of you good luck and we will meet again in Korea for the 16th symposium 2 years later.

Agenda:

  1. Nomination of new member(Japan : Professor Naotaka Shinfuku) by Professor Kenji Kitanishi (Unanimously Approved)
  2. Discussions on the future status of EAACP meeting(See Appendix 1) : Themes, format of organization and the relations with other international organizations of cultural psychiatry.

Basically agreed with the opinions of Taiwan group.

Decided to keep present status of EAACP for a while and continue the closed symposia.

Proposal was made by B.Y. Rhi to set EAACP website for better communication.

  1. Topic and place of 13th EAACP meeting in Korea. Suggestion : Confucian culture and Mental Health in East Asia
  2. Issues of Printing of the Proceeding.

 

Appendix 1 :

Opinion of the future perspective of EAACP from Taiwan group.

 

  1. Nature of EAACP : This is a closed group meeting with an in-depth discussion on issue of psychiatry in East Asian cultural background. This is meaningful. However, this “close group” format needs to be discussion for future perspective.
  2. Identity of EAACP : This identity of EAACP needs to be kept as it is. However, we may consider the formal or informal connection with WACP and PRCP.
  3. Theme to be discussed : We may consider to pick up the theme or topic of “really basic or deep culture theme” such as 陽明理學(Confucius thought), Zen or (Buddhism thought)and Taoism thought.

(1)   To invite specialist to give presentation.

(2)   To use the format of “case-conference” for in-depth discussion., following the presentation of basic culture theme.

Presidential Address

 

Dear friends and colleagues ! Good morning and welcome to the 10th Scientific Seminar of the East Asian Academy of Cultural Psychiatry. On the behalf of the academy, I’d like to thank you all for coming to Seoul and sharing the friendship and also professionalism.

Today, I want to share some of thoughts of mine and probably many of you had during the last decades. Let me put the first thing “The crisis of cultural psychiatry.”

We know, how important cultural psychiatry is in clinical practice and research. However, young psychiatrists and their teachers tend to neglect the cultural psychiatry these days. This is mainly due to domination of neurobiology and brain science in psychiatry and shift of psychiatric treatment from psychotherapy to pharmacotherapy. Decline of dynamic psychiatry and poor coverage of psychotherapy by insurance also played the role. Many psychiatric residents in training do not have chance to learn cultural psychiatry because their teachers do not teach. Dynamic psychiatry has been a minimal part of psychiatric training, however this does necessarily mean the culture is being taught. Thus, young psychiatrists focus only on the superficial symptoms according to the tailor-made Western criteria of diagnosis and prescribe some chemicals by what they call ‘practical guideline’. That’s all. They are blind to patients’ deeper and true mind. Not only they are not aware of patient inner psyche, but also misdiagnosis is not uncommon. These may raise concern for ethical issue.

Psychiatry today is “mindless, brain psychiatry”. Can you help your patients only with brain psychiatry?

Needless to say, the cultural psychiatry is a necessity in clinical setting for the following reasons. First, we are living under the mingled society with traditional, modern and intermingled cultures, so that we have to see patients from various cultural background from the tradition-soaked to the westernized in a given society, and that there are delicate mental health problems from rapid acculturation. Secondly, we are living in a multi-cultural society. Thus, we have to confront with cross-cultural practice due to increased cultural interchange and immigration, and societies becoming more and more multi-ethnic. Without cultural competence and culture-relevant approach, we can not practice successfully.

Dear colleagues! It is our duty to teach young psychiatrists and how to teach them is a very important issue for the future.

The second issue I would like to share an idea each other is to encourage transcultural research among our colleagues. Since the beginning of the Academy, there have had so many fruitful transcultural researches among our members: Japan,Taiwan, Korea and athe mainland of China, even other Asian countries. Our seminar is precious and important, but the more precious one is to carry out transcultural joint research. I wish, the academy would enjoy more wonderful transcultural research.

During the past two decades, we have intensively studied various topics in the field of cultural psychiatry and sincerely exchanges our knowledge. We have fully reviewed and examined cultural issues in various clinical entities among the East Asian countries. Now we are going to for the next step in this seminar.

The topic of the seminar is “History of Psychiatry in East Asia: The Past, the Present and the Future”. It is my understanding that this is to examine the past, to evaluate the present situation and to set up a successful strategy for the future of cultural psychiatry in the East Asia. I sincerely hope for many fruitful results from this meeting.

Today, we are also delighted to have two guest speakers from Shanghai, Prof. Liang Dong Zhang and Prof Ming Kang Lu. It has been our longstanding wish to join with cultural psychiatrists in the mainland China. I hope that this opportunity would be a starting point for their active participation. Thank you, , Prof Zhang and Prof Lu for coming to our seminar. I also thank to the other wonderful speakers of this seminar, Dr. Akio Sakai, Dr. Kei Nakamura, Dr. Wei-Tsuen Soong, Dr. Bou-Yong Rhi and to the formal discussants Dr. Hai-Gwo Hwu, Dr. Hwan-Il Chang, and Dr. Kenji Kitanishi.

Finally, I think we all heard about a recent terriblel earthquake and tempest in Japan. And Japanese in Japan. And Japanese colleagues are here with us today. Let me offer our condolence to the victims and their families.

Presidential Address

 

It is indeed a great pleasure for me to open the 8th congress of EAACP.

I would like to thank all of the participants for their interest and efforts in helping us make this meeting possible, especially those who have come from Korea and Taiwan and taken valuable time from their very busy schedules to attend the conference.

It is with the idea of encouraging and accelerating the exchange of information an opinions on the depressive disorders of an own time that this Tokyo gathering was designed.

In these days, depressive disorders are the most prevalent forms of mental disorders in community and health care settings, and the recognition and treatment of depression changed so profoundly in the second half of the 20th century that how scant our knowledge was in the 1950’s.

I am confident that our gathering should be fruitful at this particular time when the depressive disorders of our own time bring into focus the thus far hidden various aspects and problems of this disorder.

It is our earnest hope that your visit will prove pleasant and rewarding to you.
